McArthur to Leslie. St. Augustine. Stores and provisions landed, sends a return of refugees and is in great need of plantation tools. Metanza Fort is occupied by 'their officers party' with two 18 pounders and intends sending another to the block house at the bar of the St John's. Two masters of Spanish vessels arrived and state that only three or four battalions returned to Cuba, the rest of the troops remain at Hispaniola and fifteen sail of the line are at Havana. Also mentions [Admiral Richard] Howe's victory [i.e. the relief of Gibraltar in September], the new garrison, who 'are beginning to get into method', and that Mr Wilson sends twenty eight 'negroes' mostly Rebel property; 'tis not easy to ferret them out'. Encloses a petition from James Temples.
