Full Description:
[Carleton] to Washington. New York. Requests passports for sending to the British and German prisoners in Pennsylvania, Maryland and Virginia the necessaries they require for the winter. The articles consist of clothing, camp kettles, medicines and some necessaries for officers. Desires them to go by the transport 'Amazon', to Wilmington [Delaware] under the care of Captain Armstrong, and requests that directions might be given for the necessary assistance and protection in the landing and distribution of these stores.
