Full Description:
Lieutenant-Colonel W. S. Smith to Commissary Joshua Loring. Dobbs Ferry, New York. In reply to proposals respecting the exchange of prisoners, he transmits a resolve of the Continental Congress, 16 October 1782. They will not go into any partial exchange in future but will take the most effectual measures in their power for the safe keeping of all prisoners of war until a general cartel is agreed and established. The circumstances of Lieutenant Tunner at Lancaster will be inquired into, he has not had the pleasure of seeing Mr McDonald, and with regard to the account of cash supplied Lieutenant Scudder, he will endeavour to obtain a settlement as soon as possible.
