Full Description:
Washington to Carleton. Headquarters. Number 29. Captain Armstrong, on his arrival at Wilmington is to report himself to Major-General Lincoln, Secretary at War at Philidelphia, who will furnish him with passports for the safe conduct of goods to the interior country. Requests that strict orders be given that no goods besides those really proper and necessary be covered under the flag. Noted on the reverse of the document, that enclosing a passport for the ship 'Amazon' which was given to Captain Armstrong.
