Full Description:
Carleton to Thomas Townshend, Secretary of War. Two Documents. Number 44, informing that he is transmitting two letters which he has received from General Haldimand since the sailing of the last packet. Number 45, transmits for information copies of letters which have passed between himself and General Washington, together with a copy of a letter from the American Commissary of Prisoners to their own Commissary, Mr Loring, concerning the exchange of Lord Cornwallis. 'No declaration has been made, whether they mean by this resolution to negate his exchange or have a purpose to declare it by their agents in Europe, he has not learned'.
