Full Description:
[Carleton] to Governor John Parr. New York. Has received his letter of 13 November recommending a memorial from Mr Abbot respecting the scarcity of flour in Nova Scotia. Has consulted with the Admiral and Commissary-General and agreed to the proposal of the latter to issue a quantity from Halifax, while an equal quantity should be delivered at the expense of the merchants into the stores at New York. Leaves it to His Excellency to have it sold off in such small portions and at such moderate profit, as may fully answer the intention of relief to the people.
