Full Description:
Maurice Morgann to [Adam Gordon]. Secretary's Office. Is directed by Carleton to inform him that as a result of the supplies of money already raised by bills and of such further money expected this day from Charleston, he thinks it appropriate to limit him from drawing at any rate below 5% from receipt of this notice. If any reasons occur to him to the contrary he is to notify Carleton without delay.
