Full Description:
Brook Watson to Carleton. New York. His thoughts on the method of paying the sundry departments and other contingent expenses of the army so that the officers employed in providing and issuing public stores may have no involvement in money transactions. Says that Thomas Aston Coffin would be equal to the job if properly assisted. Recommends some general principles which might be embodied in a letter of instructions.
