Full Description:
Thomas Townshend to Carleton. Whitehall. To make the necessary arrangements for the withdrawal of troops, provisions, stores and artillery from all posts to which the seventh article of the Provisional Articles of Peace with the United States of America refers but not to actually begin the evacuation, except of the artillery, stores and heavy baggage intended for the West Indies. To adopt every measure for renewing the harmony the King wishes to establish between the two countries. To avail himself, if necessary, of the latter part of the fifth article of the Provisional Articles regarding the restitution of confiscated property &c.
