Full Description:
[Carleton] to Governor William Livingston. New York. Received letter of 27 February enclosing and recommending the memorial of the proprietors of the Eastern division of New Jersey. He has consulted the gentlemen within the lines whose rights may be involved in the question and they are unwilling that the said papers should be given up. For his own part, the peculiarity of the present moment seems to render a suspension at least of the measure proper.
