Full Description:
[Maurice Morgann] to [John Tabor Kempe]. New York. With regard to complaints that have been made about the behaviour of the crews of armed vessels and boats. When they are on land they are beyond the jurisdiction of the Admiralty, so is requesting what are the limitations of these commissions, how far are they justifiable by law in operations on the shores, and what are the legal remedies for any unwarranted excess of their commission. Also encloses for consideration a copy of a letter from the Governor of Maryland to General Washington [concerning privateering], and another from General Robertson to himself.
