Full Description:
Lieutenant-Colonel Archibald McArthur, 3rd Battalion 60th Regiment commanding in East Florida to Carleton. St Augustine, Florida. Discussing the distribution and the stretching out of provisions. Withholding supplies from those who have large gangs of 'negroes' and who are best able to purchase provisions for them, and the numbers of refugees that have arrived [from the Southern Colonies] on various vessels from the first two fleets. Having to increase the pay of the Inspector of Refugees, and the situation with regard to the storage of gunpowder.
