Full Description:
[Carleton] to George Rose. New York. Number 13. Transmits a copy of a commission and instructions to Thomas A Coffin, as Paymaster of certain extraordinaries of the army. As this is a new office requests him to lay them before the Lords of the Treasury. In consequence of the regulation, the heads of departments instituted for the supply and accommodation of the army will be accountants only for the receipts, issues and remains of stores.
