Full Description:
Maurice Morgann to the Postmaster-General [J. Foxcroft]. New York. The Commander-in-Chief's orders that all letters will be delivered to the general hospital staff without delay and that for the present, free of postage subject to his further decision. To which end, and so that he may know upon what grounds you have undertaken to alter the practise introduced before the period of his command, he requires that you will lay before him such directions and papers as you may have received relative to this matter.
