Full Description:
[Morgann] to Brigadier-General Brown. New York. Informs him that the Commander-in-Chief is unable to comply with his wishes. The instances he quotes of Colonels now on leave who draw their full pay do not apply to the circumstances of his own case. His Excellency cannot grant leave of absence on account of the short time that he [Brown] has been there. Also because [Morgann] himself so soon expects a successor to whom application could more properly be made.
