Full Description:
Carleton to Livingston. New York. Has received letters of the the '9th and 31st January' enclosing a resoluton of Congress, taken in consequence of the arrival of the cutter 'Triumphe' being commanded by Lieutenant Duquesne. Put to sea by Vice Admiral D'Estaing to visit such stations as shall be judged most likely to meet with ships of his nations and inform them of the happy reconciliation of the belligerent powers. Also to order all ships of war to cease hostitlities against those of Great Britain, the preliminary articles of a general peace being signed on 20 January 1783.
