Full Description:
J Rutledge, D Ramsey, R Izard and J L Gervais to Carleton. Philadelphia. By direction of the Governor of South Carolina they transmit copies of correspondence between himself, Governor Mathews, and General Leslie, and an agreement entered into by their commissioners, [Blake and Saunders &c.], with regard to the restitution of property to the citizens of that state. They think it unnecessary to make any observations on this subject as they expect measure to be taken over all of their 'negroes' and other property of value.
