Full Description:
Poyntz to Morgann. Pay Office. There is no cash at present in his hands for the pay and subsistence of the army. The government bills in his possession are not yet discounted. If existing in cash they would not only satisfy and replace an advance of £23,066 3s 10¼d, advanced from the extraordinaries but would leave a balance of £21,572 17s 10½d on account of the subsistence head of service.
