Full Description:
Carleton to Robert R Livingston. New York. Announcing official confirmation from London of the signing and ratification of the preliminary articles of peace with France and Spain and that a proclamation will be published on Tuesday 'the 8th instant'. In conformity with the articles all [American] prisoners of war will be freed and restored and having no doubt that similar measures will be taken by the United States of America. Has no doubt that Congress will earnestly recommend the state legislatures to provide for the restitution of confiscated estates and to reconsider and revise the confiscation laws. The States General of the United Provinces have acceded to the suspension of hostilities.
