Full Description:
Carleton to Brigadier-General McArthur. New York. Encloses copies of the proclamation declaring a cessation of hostilities which will be published here tomorrow and desires that he will cause it to be published and known in all places under his command. Further directions will be sent when appropriate, in the meantime he [Carleton] wishes to know the intentions of the Provincial troops of the Loyalists so as to enable him to give them every assistance of which he [McArthur] may give them the strongest assurances.
