Full Description:
Morgann to Gordon Biddulph & Gordon. New York. In answer to their letter of yesterday, the Commander-in-Chief asks if they consider under their instructions subsistence bills as absolute demands upon them for the total amount in specie at whatever rate of exchange or as conditional and not obliged to be paid unless they are permitted to draw bills at the market rate of exchange below par and place the loss to the Government's account. If the former, the prohibition of not drawing bills of exchange for the military chest below par, does not extend to the bills which they may find it necessary to draw at a loss to their constituents in order to enable them to perform their absolute engagements. If the latter, they are not disallowed from drawing bills of exchange to the amount of the subsistence bills now in the Deputy Paymaster- General's hands, at the best rate of exchange they can obtain, Leaving the final decision of the question to the terms of the contract and the construction therof.
