Full Description:
John Foxcroft to Carleton. General Post Office, New York. Having previously approached Carleton about his distressed condition and been informed that it was not within his power to grant relief, was resolved to wait in hope of obtaining something from home but having now received orders from the Commandant for payment of the arrears of rent for the Post Office, is reluctantly obliged to ask for relief. Says that the house in which the Post Office is kept was appointed by Sir William Howe when he took possession of New York and continued rent free. Why it was put on the vestry list he cannot say. His salary as Deputy Postmaster General is £300 per annum and not received regularly owing entirely to the letters for the army being delivered free of postage, although he is charged with them by the General Post Offce in London. The revenue is considerably in arrears for salary for himself and colleague, and is likely to continue as from a new commission it appears that their salary is to be paid out of the revenue arising from the postage of letters in America. In addition his whole fortune and that of his wife is out of the lines. It is not from any wish to be contrary that he asks for relief but an inability to pay what is demanded. His feelings are somewhat hurt that twenty-two years service, together with his losses, have not entitled him to a house rent free equally with many others.
