Full Description:
James Fraser to Carleton. New York. Memorial. Having asked leave to purchase a blank ensigncy in the 54th Regiment for his youngest brother on the recommendation of General Bruce and been informed that his brother is too young, he (Fraser) declares that his brother is entering his fifteenth year and is a gentleman's son. It would make him so happy if Carleton were make the appointment. Encloses copies of letters Brigadier-General Bruce to James Fraser, 9 April 1781; Bruce to B. S. Lipton, 4 April 1783; T. Bibby to Fraser, 10 April 1783. Endorsed 'The Commander-in-Chief cannot break thro' an Established Rule. Fredk. Mackenzie, D.A. Genl.'
