Full Description:
Gordon Biddulph & Gordon to Carleton. New York. In response to Mr Morgann's letter of yesterday, conceive themselves bound to take up the subsistence bills whenever they are presented and should have procured money for that purpose on the best terms they could, had they not been restricted by his orders. As there is nothing in their instructions regarding the loss sustained by drawing bills at a discount for discharging subsistence bills they can only give their opinion that it is made good by Government in the same way as that sustained by drawing for extraordinaries. Ask if they should make any alteration in the rate of exchange previous to the sailing of the packet. They think it their duty to say it would have little effect.
