Full Description:
Carleton to Townshend. New York. Two draft letters. First letter. Sends latest intelligence. Refers to the middle colonies and the agitations of the army; the activities of the French in trying to secure permanent influence in and an increase of trade with America; advises that it appears to be a political measure on the part of France and General Washington's adherents to alarm the Loyalists and gives details. Second letter. Sends letters and papers given to him by Captain Armstrong, Assistant Deputy Quartermaster-General, regarding the seizure of clothing for the prisoners, sent under his care, to Lancaster and the impotence of both Congress and the Provincial Assembly either to protect the clothing or compel restitution.
