Full Description:
Major-General James Paterson to Carleton. Halifax. Sends lists of warrants granted between 1 January and 31 March; acknowledges letter of 3 February, after receipt of which the order for forage for one horse to each field officer was stopped. The current exchange is 10% below par; has made every effort to effect economies in the various departments.Will notify Brigadier-General Campbell of Carleton's sentiments respecting the issuing of proclamations in future at Penobscot; has already struck off the staff the commissary of inhabitants, assistant deputy quarter-master-general and an overseer of works, likewise Mr Shaw, late Provost Marshal here. Brigadier-General Campbell wishes to be removed from his command. The transports are ready to sail to Penobscot but as there is no convoy available and there is every appearance of peace, hopes the delay in sailing will not be of any consequence. Would not order the payment of £157, the cost of guns and other ammunition bought by command of Brigadier-General Campbell, without Carleton's approval. Has avoided establishing a general hospital here, the sick being treated in hospitals on a regimental footing. Doctor Paine has the sole direction of that department. No report has yet been made on Captain Spry's accounts for 1782 as they require much investigation. Orders about provisions have been complied with. Sends enclosures. Mr Bridgham, who delivers these dispatches, has permission to go to New York for a few days on his private affairs.
