Full Description:
Lieutenant-Governor Andrew Elliot to Carleton. New York. Discussion with regard to a Mr Creamer who was appointed by General Valentine Jones, then Commandant. Unfortunately neglect of duty obliged Jones to confine Creamer and another person needs to be immediately appointed. Sends copy of a letter received from General Robertson with the great seal. Is reluctant to excercise powers which Robertson, as a civil governor, never assumed, and flatters himself that the appointment of officers will continue to be made by the military authority. Regardless of trouble or fatigue, he will study to accomplish His Excellency's wishes and will therefore as Superintendent of Police and if so directed, make enquiry for a proper person for the office.
