Full Description:
Carleton to Rear-Admiral Robert Digby. New York. His objections to granting troops to serve on board armed vessels proceeded not only from the improper use they have hereforeto been put to, but from the reduced state of the regiments which renders it impossible for them to furnish the numbers necessary for the duties on shore. Were it otherwise, he could not approve arming transports and giving the command to land officers. Repeats his uneasiness that all the approaches to this open town by water are abandoned by the ships. Reiterates his reques for guard ships to the different stations occupied last summer, of at least equal force.
