Full Description:
Carleton to Major-General Lincoln, Minister for War. New York. Discussion with regard to the march of prisoners by land from their present quarters in Pennsylvania, Maryland and Virginia to New York, and his not being able to send transports to Baltimore and the Delaware for the conveyance of them by water. He will though send proper officers to superintend, appointing General Clarke and other officers for this duty on receipt of the proper passports.
