Full Description:
Carleton to George Rose. Number 17. Encloses for the information of the Lords of the Treasury a form of a permission and manifest which he has directed the superintendent of the port [of New York] to observe for the present. For all vessels clearing out thence, whether British or American. Has encouraged a renewal of intercourse and commerce and removed all restraints upon exports to the provinces excepting military stores and salt. The legislatures of the different provinces tried to interrupt 'this trade' but without success. The restraints on salt are now totally removed.
