Full Description:
(Carleton) to Washington regarding arrangements for the British withdrawal, in particular the removal of British goods, weapons, civilians, military personnel to the United Kingdom and Nova Scotia; also the release of prisoners-of-war. He mentions arrangements for freed ex-slaves. The American side appears to object to this. He warns that measures will be taken against those who attempt to carry away such people against their will.
