Full Description:
[Carleton] to George Rose. New York. Number 19. In consequence of the representations of the Deputy Paymaster-General as to the deficiencies of the military chest and the opinion of the contractor's agents that the necessary sums could not be raised at a rate more advantageous than 10 per cent below par, has thought it proper to direct the agents to raise £150,000 at that rate. The exchange has again been limited to five per cent below par.
