Full Description:
Carleton to Lord North. Relates that the climate of violence against Loyalists is causing them to evacuate in haste with their goods and chattels and as a result their is insufficinet tonnage available to carry them. He will concentrate his efforts on shipping home all foreign troops but asks for understanding that he is reluctant to leave exposed men of character loyal to the King.
