Full Description:
Carleton to Lord North. Relates his views of the attitudes of the main political players on the American side e.g. Governor [Robert R] Livingston [Chancellor of New York] and describes the worsening attitudes towards Loyalists. He forwards [not attached] as an example the minutes of a meeting held at Chatham, New Jersey, which alleges treaty violations on the British side regarding 'negroes'. Finally, he adds that while the French are polite to the [American] royalists their writings attack the British position.
