Full Description:
Brigadier-General Moses Hazen, Pompton to [Major-General Lincoln] extensive correspondence about alleged mistreatment of German prisoners-of-war held by the Americans. Hazen investigated the complaints and explained that the prisoners were offered: to buy American citizenship and freedom for £30; or, join the American forces offerd only to the Germans [and presumably not the British prisoners]; or, if they refused either then to be sent back to Philadelphia prison. While considering these offers many prisoners escaped and were recaptured and held in Newark prison. On threat of transfer to Philadelphia prison they reconsidered and paid the £30. He sees no wrong in recruiting former enemies.
