Full Description:
No 15. Major-General James Paterson, Halifax, to Carleton. So that his successor may arrive at post well briefed he submits reports from various officers under his command. Adds that due to the climate the post requires immense expenditure on annual maintenance. He reckons the plans for the defence of the citadel are a mistake as despite the £100,000 expenditure the post could not last longer than 48 hours if attacked. He suggests a heavy battery upon Cornwallis Island to cover the channel.
