Full Description:
Major-General James Paterson, Halifax, Nova Scotia to Carleton. No 16. Acknowledges receipt of letters Nos 9, 10 and 11. The delay in the arrival of the flour from Messers Cochran and Abott was the result of mature deliberation, and involed the Governor, and was founded on a report from the Assistant Commissary-General. He has always felt that orders received from a great distance should be dealt with some measure of discretion. He laments that his conduct has not met with approval. He will therefore order that £2,313 3s 11d, will be paid to them as His Excellency desires. He failed to understand rules relating to the submission of accounts. He therefore transmits the outstanding accounts. Six ships have arrived with provisions for the army. They are being unloaded quickly so that they may then go empty to the Spanish River to collect coal for his garrison.
