Full Description:
[General Sir Guy Carleton] to Lieutenant-Colonel Archibald McArthur. Endorsed supposedly dated letter acknowledging receipt of letters and approving actions on delivery of rations to refugees. Sent six months provisions for troops and refugees; deferred sending troops to St Augustine due to the expense and asked the Governor to form a militia; approved conduct relative to Colonel Ball suggesting all further matters be referred to the Governor's decision; directed Mr Thomas (sent his assistant at St Augustine bills for £100000 but will pay no bills drawn for public service). Expenses must be approved and paid from budget; instructions issued regarding Indian affairs; ordered 165 days of forage money for the officer's (at the Post) district with their corps in district; a list of seconded officers in East Florida were paid until further orders, if in district; all officers and men under this command to join; a newspaper is enclosed showing prospects for peace but suggested maintaining guard; the Inspector-General would write on Lieutenant-Colonel Brown's memorial.
