Full Description:
Maurice Morgann to William Deane Poyntz. New York. Is directed by the Commander-in-Chief to inform him that as Messrs. Harley and Drummond's contract with the government will have expired on 'the 17th instant', their agents have orders not to draw bills on them after that date. His Excellency desires to know if Poyntz as Deptuy Paymaster-General, has the authority to draw bills to any amount for the supply of the military chest.
