Full Description:
[Carleton] to Major-General Benjamin Lincoln. New York. Lieutenant-General Lossberg is wishing to send a German officer to Philadelphia to inform him of the German prisoners of war, said to be detained by violence. Recommends to his notice Major Bauermeister who goes on that service and requests that he be given every facility in investigating the matter. If there should appear to be any grounds for complaint, asks that Lincoln rectify them according to the true spirit of the treaty.
