Full Description:
Lord North to Carleton. Whitehall. 'The King having signified His Royal Pleasure that no Second Lieutenants of Artillery are to be appointed in future by any of the Governors or Commanders-in-Chief in North America but that all vacancies in that Corps shall be filled by Cadets from the Royal Military Academy at Woolwich'. Carleton is to give notice to the Board of Ordnance of any vacancies so that they may be filled by the Master General of that Board.
