[Carleton] to Governor George Clinton. New York. Responding to his letter dated 1 July. Clinton's assurances, that the outrages committed in Westchester County were neither authorised nor countenanced by him, have a claim to entice credit with Carleton. Supposes that the report of Mr Honeywell having acted in consequence of instructions arose from the parties being conducted by civil magistrates and especially from Honeywell's actions soon after in his official capacity of a commissioner of sequestration aided and supported by the civil magistrates. Refers to another incident judicially sanctioned and a third where the civil magistrates refused redress which implied a justification of the injuries. Although Clinton says that the instances of violence are being investigated, he (Carleton) must express surprise that the legislature has taken no steps either to repeal any of the laws enacted during the war or introduce new regulations. Refers to the very hostile disposition of the committee men and the need for the ordinary magistrates to be given a proper direction by the legislature. Had heard nothing of any moment regarding any excesses said to have been committed by parties within the British lines until he saw the enclosed letter of 18 July from Lieutenant-Colonel Hull to Brigadier-General Musgrave. Forbears to discuss the other questions in Clinton's letter. As to the memorial enclosed with Clinton's letter dated 13 July he refers him to the accompanying court martial proceedings with the orders given. &c.
