Full Description:
[Carleton] to Brigadier-General Fox. Takes the opportunity of Lieutenant-Colonel Morse going to Nova Scotia to repeat his wish to stop as much as possible all expenditure of public money. Not to carry on or undertake any works without orders from Headquarters unless absolutely essential to cover the troops and perishable stores. Department of Commissary of Prisoners to be discontinued. Sends Lieutenant-Colonel Morse, Chief Engineer, into Nova Scotia to obtain a general knowledge of the province, examine its military defences, natural strengths and advantages. Morse is to return to New York as soon as he has accomplished his mission.
