Carleton to Governor Livingston. New York. Sent Livingston's application, regarding the seven sailors of the 'Massachusetts' said to have been lately pressed into the British service, to Admiral Digby to whom the case properly belongs; finds that the persons mentioned are on board the 'Diomede', the flag ship of Commodore Sir Edmond Affleck; gives the substance of Sir Edmond's report about the men. They all entered willingly into our service during the war, and were pressed out of our own vessels, one of them from a Bristol trader, two from one of our privateers, and the other two from a British vessel by desire of the captain for mutiny. Has been unable to find the smallest trace of any conspiracy entered into by refugees or others here to burn or plunder any houses in Elizabeth Town or elsewhere and is inclined to think that the intelligence Livingston has received is without foundation. . There can be no person within British lines who does not know that he (Carleton) would use all possible means to have the perpetrators of such enormities brought to speedy and condign punishment. If Livingston can provide him with any means of obtaining evidence of the supposed conspiracy and detecting the parties so engaged, presumes that he needs no assurances of Carleton's readiness and zeal to use the information in the interests of justice and humanity.
