Full Description:
[Carleton] to Governor Parr. New York. Wishes to add the name of the bearer Mr Blowers to the people he has recommended for favourable notice. The reputation of Blowers as a lawyer and conduct as a British subject entitle him to every mark of consideration. Was a judge of a Court of Admiralty at Rhode Island and Solicitor General for the province of New York; proposes to settle in Halifax and hopes to rebuild his fortune in his practice as a lawyer.
