Full Description:
Carleton to Governor John Parr. New York. Has received orders to disband immediately, in Nova Scotia, all the British American Corps and some of the British. As the order that the British American Corps are to be disbanded at Halifax would involve much inconvenience and the lands appropriated to them are on the St John's River, has directed the corps be sent there and asks that no time is lost in allotting the lands for each corps; on this occasion is of the opinion that the provincial troops should be treated as Refugees with respect to the number of acres allocated. Also refers to the people belonging to the civil departments currently employed with the army who cannot leave until the final evacuation and asks for a reservation of lands for them in the province. In addition there will be a large embarkation of inhabitants who, because of their sufferings and the benefit they will bring in strength and wealth, deserve every encouragement and assistance. Gives details of the military forces to be stationed in Nova Scotia and Newfoundland; Major Campbell to command with a small military staff. The presence of the armed provincial troops on the St John's renders unnecessary the stationing of British troops there. Conceives that the people from Machias mentioned in Parr's letter of 8 July, are a lawless group who first fled from taxation and think they can acquire a right to possession of the land they occupy. Advises on how they should be dealt with. In case the originals have not been received, sends copies of the additional instruction to Parr respecting the granting of lands in Nova Scotia and a letter enclosing a list of articles sent from England for use of the refugees.
