Full Description:
Lieutenant-Colonel Robert Morse to Brigadier-General Fox. Halifax. Proposal. That the buildings at the eastern battery be fitted up to receive gunpowder as soon as the King's Orange Rangers move out; the principal town barracks be repaired; the house at Birch built for Captain Ball be finished and an oven built for the use of troops there; post houses be established on the St John's River to facilitate communication with Canada; a number of 'negroes' are at Port Roseway and some expected for whom land has not been located or other provision made; those that choose voluntarily to engage in government service to be enlisted for one year on the same pay and terms with the Black Pioneer Company and be employed and paid in the Engineer Department to the number of 100 at Halifax and 40 at Port Roseway; a paymaster be appointed for the Engineer's Department so as to make the payments at the end of August.
