Full Description:
Carleton to Governor Livingston. New York. Had previously mentioned that Cornelius Hetfield was not to be found there and had gone to Nova Scotia. Since found out he had been south and then returned. On consideration of the violent spirit which prevails against the refugees, the most impartial justice will be obtained in a trial by general court-martial at New York, where if His Excellency will direct, all the evidence within his jurisdiction to attend, one will be appointed immediately. [Noted in Calendar that a copy of this is with the papers entered on 27 September].
