Full Description:
Governor J Parr to Carleton. Halifax. Acknowledges recommendation of Messrs. Livingston and Chandler for themselves and fifty-three others, and Messrs. Watson and Harvey for sixteen. Will pay every attention in his power but at this advanced season of the year, is at a loss as to what to do for the best. Also to Messrs. Walter, Skinner, Biddle, etc, etc. Every day he laments his situation that he has it not in his power to be of more essential service to them.
