Full Description:
[Carleton] to General Conway. New York. Encloses a copy of the memorial of the 17th Regiment of Light Dragoons and from the meritous services of that corps, and the real distress of the officers from their late unexpected reduction, which he is induced to recommend to Conway's favourable notice and attention. Brigadier-General Birch who is Lieutenant-Colonel of that regiment will have the honour of presenting this letter and will be able to explain more fully the situation of the regiment and their distress on this occassion.
